RESOLUTIONS OF EXTRA-ORDINARY GENERAL BODY OF OMSA HELD AT IDCOL HOUSE, BHUBANESWAR AT 1 PM ON 25.07.10

 

Resolution No.1 - It is resolved unanimously to appeal to Hon’ble Chief Minister and Hon’ble Health Minister of Orissa for implementation of Dynamic Assured Career Progression (DACP) for OMS Cadre members in toto as awarded by 6th Central Pay Commission of India in the greater interest of members of Association and also people of state as large no. of vacancies of doctors exists in the state and young doctors are not interested to join to Government Service to pursue a career in State Govt. Health Services for want of timely promotion which one does not get today even after 28 yrs of service.

 

Resolution No.2 - It is resolved unanimously to appeal to Hon’ble Chief Minister of Orissa and Hon’ble Health & Family Welfare Minister of Orissa not to take any coercive action against the members for 18.04.10 protest movement for non - implementation of DACP as the Association called off the movement immediately after the appeal by Hon’ble Chief Minister of Orissa and cordial discussion with Hon’ble Health & FW Minister of Orissa.

 

Resolution No.3 - It is resolved unanimously to expel Dr. Bijay Kumar Swain, State General Secretary OMSA as per Part II Clause 7(b) Constitution of OMSA for the following reasons :-

a)   Unconstitutional shifting of date of scheduled CEC meeting of OMSA on 21.06.10 to 27.06.10 by sending sms to members, hereby spreading confusion among them which is against the interest of the Association and its members.

b)   Unconstitutional shifting of date of Extra-ordinary General Body meeting of OMSA of 25.07.10, date fixed by 21.06.10 CEC of OMSA to 29.08.10 which is against the interest of the Association and its members.

c)   Not communicating CWC, CEC, GB meeting resolutions to most of CEC members and Government with proper receipt which are part of his duties, thereby keeping everybody in dark regarding Association activities and creating misunderstanding between Govt. & OMSA.

Resolution No.4 - It is resolved unanimously to ask Dr. Nirakar Bhatta, State Treasurer OMSA to explain within 7 days of receipt of letter for not providing Financial Assistance from OMSA fund to protect victimised members in court of law as per 11.04.10 Extra-ordinary General Body resolution and empowered CWC to expel him if he fails to reply satisfactorily within stipulated time.

 

Resolution No.5 - It is resolved unanimously to expel Dr. Dhirendranath Nayak, member Bhubaneswar branch as per Clause 7 (b),(c) Constitution of OMSA for unauthorised and unconstitutional activities in sabotaging the Restructuring of Orissa Medical Services Cadre presented to Govt by OMSA by providing wrong information to Govt of Orissa by misutilising his position in Health Directorate which is against the best interest of Association and its members.

 

Resolution No.6 - It is resolved unanimously to expel Dr. C.K. Modi, CWC member of OMSA and Dr. Pramod Kumar Mohanty, member Puri branch for their anti OMSA activities on the written report of Dr. Debiprasad Mohapatra, Branch Secretary, Sonepur branch and Dr. Punyaslok Das, Branch Secretary, Puri branch as per Clause 7 (b),(c) Constitution of OMSA.

 

Resolution No.7 - It is resolved unanimously to expel as per Clause 7(b),(c) Constitution of OMSA Dr. Bhaskar Chandra Behera, member Mayurbhanja branch OMSA, Convenor unauthorised SAVE OMSA FORUM, Dr. Suryanarayan Behera, member Puri branch OMSA, Convenor of SAVE OMSA FORUM, Dr. Bhikshyakari Nayak, member Boudh branch OMSA, co-Convenor of SAVE OMSA FORUM for their anti-OMSA activities to weaken the Association which is against the interest of the Association and its members.

      

Resolution No.8 - It is resolved unanimously to accept the resignation letter of Dr. Khetramohan Kand, Joint Secretary, Central Zone OMSA and resignation by sms Dr. Niranjan Mishra, CWC member of OMSA.

 

Resolution No.9 - It is resolved unanimously to elect Dr. Kishore Chandra Misra, member Cuttack branch as State General Secretary of OMSA in place of Dr. Bijay Kumar Swain - expelled by GB.

 

Resolution No.10 - It is resolved unanimously to elect Dr. Durbadal Mishra, member Sonepur branch as CWC member of OMSA.

 

Resolution No.11 - It is resolved unanimously to elect Dr. Gopi Krishna Panda, member Phulbani branch to the vacant post of CWC member of OMSA.

 

Resolution No.12 - It is resolved unanimously to elect Dr. Jagadananda Tripathy, member Kamakshyanagar branch as Joint Secretary, Central Zone OMSA in place of Dr. Khetramohan Kand, resigned.

 

Resolution No.13 - It is resolved unanimously that each branch shall contribute Rs. 2000 each for managing day to day affairs of Association.

 

Resolution No.14 - It is resolved unanimously to request members to elect branch executives for the session 2009-11 to the vacant posts within a month.

Resolutions of Extra-ordinary General Body meeting of Orissa Medical Services Association held on 04.03.2009 at idcol auditorium, Bhubaneswar

 

1. The General Body after carefully analyzing the recent State Govt. notified OMS Cadre Restructuring resolved to reject it on the following grounds:

 

a. It does not contain DACP (Dynamic Assured Career Progression) recommended by 6th Pay Commission exclusively for Doctors and Dental Surgeons starting with a pay scale 8,000-13,500 with promotions at the end of 4th, 9th, 13th and 20th years of service reaching a scale of 14,300-400-18,300 at the end of 13th year of service. The DACP has been implemented in TamilNadu, Bihar, Uttarakhand, Rajasthan, Kerala and Punjab. Whereas the State Govt. has implemented ACP(Assured Career Progression) recommended by the 6th Pay Commission for all categories of employees except doctors and Dental Surgeons), for its employees it has failed to implement DACP for OMS Cadre doctors which is most unfortunate as it will deter young medicos joining the State Health Service in the future. It has no inputs from the cadre Restructuring presented by OMSA before High Power Committee on 03.01.09.

 

b. The scale of Class-1 (Sr.) 9,350-325-14,550 is not found in any Cadre whose entry level is Junior Class-1. The whole of OMS Cadre doctors have been accorded Junior Class-1 by a State Govt. resolution No.11863/H dated 15/05/2008.

 

c. It suffers greatly in comparison with recently State Govt. notified OAS Cadre Restructuring where in the pay scale 37,400-67,000 there are 222 promotional posts out of Cadre strength of 1100 whereas only 12 promotional posts  have been awarded to OMS Cadre doctors with a Cadre strength of 4,258.

 

d. Promotions from Class-1(Sr.) with a scale of pay of 15,600-39,100 with grade pay 6,600 to Joint Director Lev-II with a similar scale of pay of 15,600-39,100 with similar grade pay of 6,600 is no promotion without any financial benefit.

 

c. The CDMO Level posts i.e. Joint Director Lev-II carries similar scale of pay of 15,600-39,100 as like Assistant Surgeons Junior Class-1.

 

2. The General Body resolved to continue with the year long agitation till DACP is implemented and the post of Secretary Health is awarded to the Cadre.

3. The General Body resolved to urge the State Govt. to stop lateral entry into the OMS Cadre.

Resolutions of Extra-ordinary General Body meeting of Orissa Medical Services Association held on 06.02.2008 at Jaydev Bhawan, Bhubaneswar

1. It is resolved to submit the "Mass Resignation" letters submitted spontaneously and individually addressed to the Secretary Health & Family Welfare Department, Govt. of Orissa, Bhubaneswar, which is about 90% of the total doctors on duty, to submit it on 18.02.2008 with one month notice to make an alternative arrangement to run Health Delivery System in the state of Orissa as the one month's notice culminates on 18.03.2008, thereafter which, if the government does not respond positively, the resigned members will take it granted that their resignation letters have been accepted and they will not come back to their duty from 19.03.2008.

2. It is resolved that branches shall form Acton Committee at their level with dynamic members and carry on "Jana Sampark Abhijan" targeting the prominent
persons of the area, people representatives of different political parties, & Press to highlight the problems & demands of the members of the association and to make them aware about the present status of Health Delivery System of the State and its future implications

3. It is resolved to appeal to presidents and secretaries of Student's Union of three State run medical colleges and House Surgeon's Association, Junior Doctors Association, Orissa Medical College Teachers Association (OMTA), IMA State & National to support OMSA demands and observe token strike from 19.03.2008 in support, and give press statements in this connection.

4. It is resolved to demand Scale of Pay Rs.12000-375-16500 at entry level to State Govt Service, Specialist allowance - 30% of the basic pay and pension after 25 years of service.

5. OMSA Jeypore Branch will hold 68th Annual Conference and General Body on 14.04.2008 at Jeypore and all invited members are requested to positively attend. The CDMOs, Branch Presidents/Chairmen and Secretaries of different branches of OMSA are required to communicate with Dr. Kalyan Ku Sarkar - 9437026560 - for further information and provide financial assistance for the purpose.
