Resolutions of Central Executive Committee (CEC)
Meeting of OMSA held on 21.09.10 at Cuttack
(To be circulated among all the
members)
1. It is resolved unanimously to pass all
the resolutions, starting from No.1 to No.8 of the last Central Working
Committee (CWC) Meeting of OMSA held on 21.08.10 at Cuttack.
2. It is resolved unanimously to go for
relay hunger strike by the members not on duty throughout all branches of
OMSA from month of November 2010 to press for DACP for OMS Cadre doctors.
3. It is resolved unanimously to assign Dr.
Durbadal Mishra, CWC member of OMSA and Dr. Debi Prasad Mohapatra, CEC
member and Branch Secretary, OMSA Sonepur Branch, the duty of organizing
OMSA activities in Titlagarh and Balangir Branch in collaboration with
Vice-President & Joint Secretary, West Zone.
4. It is resolved unanimously to assign Dr.
Sanjib Mishra, Joint Secretary, OMSA Bhadrak Branch, the duty of Branch
Secretary-cum-Treasurer, OMSA Bhadrak Branch as ex-Branch
Secretary-cum-Treasurer, OMSA Bhadrak Branch Dr. Sudhir Ranjan Nayak stands
automatically disqualified to hold the said post for not attending last
three consecutive meetings of OMSA as per Constitution of OMSA.
5. It is resolved unanimously to elect Dr.
Chandan Garhnayak, Branch Secretary, OMSA Athagarh Branch as State
Treasurer of OMSA for the remaining period of tenure of the present CWC in
place of Dr. Nirakar Bhatta, ex-State Treasurer of OMSA as he failed to
reply to the explanation letter received by him on 18.08.10 within
stipulated time as per the decision of the Extra-Ordinary General Body
Meeting of OMSA held on 25.07.10; hence stands expelled as per Clause 7(b)
& (d) of Constitution of OMSA.
6. It is resolved unanimously to elect Dr.
Kalyan Sarkar of Jeypore Branch of OMSA as Joint Secretary, OMSA South Zone
for the remaining period of tenure of present CWC in place Dr. Sisir
Pradhan, ex-Joint Secretary, OMSA South Zone, who failed to attend the last
three consecutive meetings of OMSA, hence stands automatically disqualified
to hold the said post as per the Constitution of OMSA.

RESOLUTIONS
OF EMERGENCY CEC MEETING OF OMSA HELD AT CAPITAL
HOSPITAL, BHUBANESWAR ON 21.07.08 AT 1 PM

Secretaries / Action Committee Members / Core Committee Members of OMSA,
Sir / Madam,
An emergency CEC
meeting of OMSA was held at Capital
Hospital, Bhubaneswar on 21.07.08 at 1 pm with
State President OMSA, Dr. Madhusudan Mishra, in the chair. The meeting was
largely attended by over 80 members comprising of Branch Secretaries, State
Action Committee members, State Core Committee members and members from
CWC. After 5 hours of deliberation on various aspects of future course of
action regarding non-implementation of Hon’ble Chief Minister’s declaration
of a package on the floor of the Assembly on 17.03.08, the following
resolutions were passed:-
Resolution
No.1 – It is unanimously resolved to go for the “Mass Resignation”
again which was post-poned by 18.03.08 General Body because of the
non-implementation of the declarations of Hon’ble Chief Minister on
17.03.08 on the floor of the Assembly, which required two months time for
its implementation.

No.2 – It is unanimously resolved that 21st August, 2008,
8 am is the deadline within which if Govt. doesn’t implement the package
declared by the Hon’ble Chief Minister fully and other OMSA demands, the
doctor members of OMSA will consider that their resignations submitted to
the Govt. has been accepted and they will not report to duty and vacate the
Health Institutions after the above deadline.

No.3 – It is unanimously resolved that one month’s notice from 21st
July, 2008 to 21st August, 2008 is given to the Govt. to make
alternative arrangement to run Health Delivery System of the state so that
the common man doesn’t suffer.

No.4 – It is unanimously resolved to empower the State President to
call OMSA meetings and hold Press Conferences as the only Spokesperson of
the Association as he is Head of the State Core & Action Committee.

No.5 – It is unanimously resolved to include all CWC members in the
State Core Committee headed by State President OMSA.

No.6 – It is unanimously
resolved that all the doctor members holding administrative posts should be
given adequate allowance as all of them don’t have time to go for private
practice because of the implementation of various National Programs and
Administrative works.

No.7 – It is unanimously resolved to urge the Govt. not to post OMS
cadre Specialists in Medical College & Hospitals in teaching posts as
they are deprived of their inherent rights and privileges.

No.8 - Resignation forms are to be collected and sent by first week
of August, 2008 to the State President OMSA through their respective Branch
Secretaries.
The meeting ended at 6 pm with vote of
thanks to the chair and the members who participated.

Resolutions of c.e.c. meeting of omsa held at Bhubaneswar on
21.06.08
Resolution
No.1 - It is unanimously resolved to repose confidence in State
President OMSA and empower him to form a Core Committee and State Action
Committee headed by him with spokesman being himself to carry forward the
movement to achieve the goal. The members of Core Committee are State
President OMSA, Dr. Aswini Baral, Dr. Raghunath Baliarsingh, Dr. Bijay Ku
Swain, Dr. Bhabani Shankar Bal, Dr. Nihar Ranjan Samal and Dr. Jyoti
Prakash Biswal.
The State
Action Committee members are Dr. Subhashish Mohanty, Dr. Gurudas Mahapatra,
Dr. Panchanan Maharana, Dr. Ratikanta Khatua, Dr. Pratap Satapathy, Dr.
Ajay Rout, Dr. Anand Rath, Dr. Basanta Ku Mishra, Dr. Narayan Rout, Dr.

No.2 - It is unanimously
resolved to empower the Core Committee to negotiate with the Govt. on OMSA
demands.

- It is
unanimously resolved to hold Press Conference by Core Committee within a
week which is to be followed by different branches by their respective
Branch Secretaries, which is to be completed by 20th July, 2008.

No.4 - It is unanimously resolved to disapprove any restructuring of
the cadre without the consultation with OMSA Core Committee and to urge to
the Govt. to have open discussion on the Restructuring submitted by OMSA to
the Govt. on 25.04.08.

No.5 - It is resolved to disapprove the postpone of present scheduled
meeting of C.E.C by State General Secretary OMSA by sms, as it is as per
the constitution of OMSA and cannot be postponed.

No.6 - It is unanimously resolved to form an OMSA Bhawan Construction
Committee with all Branch’s Secretaries and its members. The Sub Committees
are to be formed in the coming C.E.C.

No.7 - It is unanimously resolved not to accept any transfer policy
without OMSA’s consultation and input.

No.8 - It is unanimously resolved that State Action Committee members
should take active part in building up the organization to achieve the goal
in co-operation with the Branch Secretaries and assign job by State
President to visit different branches to overcome lacunae and strengthen
the branch organizations.

No.9 - It is unanimously resolved to accept modern and electronics
medium for communication and information to all the members, C.E.C.,
C.W.C., Core Committee and Action Committee members.
27-02-08:- Resolutions of Emergency CEC Meeting of OMSA
held at Capital Hospital, Bhubaneswar
on 27.02.2008 at 1pm.
The meeting started around 1pm in the Pediatric Conference Hall
of Capital Hospital with State President of OMSA in the chair. State
President OMSA welcomed the delegates and told them that history is
awaiting them if the association succeeds in this movement of "Mass
Resignation". State General Secretary narrated the contents of
official discussion with present Health Secretary, Mr. Tuhin Pandey and Hon'ble
Minister of Health & F.W. (Independent Charge) Sri. Sanatan Bisi on
16.02.2008 & 19.02.2008 respectively at the Conference Hall of the
Health Secretariat. Vice President, Central Zone, Dr. Jeetendra Ray and CWC
member Dr. Raghunath Baliarsingh spoke for the unity on the occasion.
Dr. Rajkumar Barpanda also narrated unofficial discussion with Hon'ble
Minister Health & F.W. at Sambalpur along with Dr. Modi. Then all the
Branch Secretaries & representatives from the branches and invitees
spoke on the occasion and stressed on unity and not going back from the
present stand. After prolonged deliberation & interaction among
members, the following resolutions are passed:-
Resolution No. 1 -
From 19th March 2008, 8 am onwards no doctor belonging to
Orissa Medical Services Cadre should be present in their respective health
institution campus and office.
Resolution No. 2 -
The doctors of OMS Cadre should move to safer places for stay.
Resolution No. 3 -
If they have children who are appearing examinations,
arrangement must be made to keep them in the custody of relatives and
well-wishers.
Resolution No. 4 -
Concerned doctors in charge of admission of patients to indoor
should not admit fresh patients and discharge indoor patients accordingly
giving priority to serious patients who should be discharged and referred
to Government Medical college and Hospital for further management.
Resolution No. 5 -
Power lies only with the Emergency General Body Meeting to
“call off " this movement which if required can be convened within
48hrs to take decision on any Government announcement, declarations in the
form of Press Note etc.
Resolution No. 6 -
Action Committees shall be formed at Branch level by the Branch
Executives whose name should be kept secret and will be authorized by
respective Branch Secretaries in written and will function along with
Branch Executives and shall takeover the charge in the Branch Executives'
absence.
Resolution No. 7 -
Neither listen to rumours nor spread it. Always keep contact
with Branch Secretaries who in turn shall keep contact with the State
Executives who in turn will keep contact with State President for
information.
Resolution No. 8 -
Branch Secretaries shall immediately furnish Master Chart of
members to OMSA Head Office in the prescribed proforma keeping a copy with
them for the sake of organizational movement and discussion with the
Government.

Resolution No. 9 -
Action Committee to be formed at state level whose names shall
be kept secret and to be authorized in written by State President OMSA only
to function in absence of State Executives if such situation arises.
Resolution No. 10 -
OMSA Head Office posters and leaflets to be properly utilized
like posters should be pasted on Health Institutions, public places like
Post-Office, Tahasil's office, Sub-Registrar's office, Government/Private
Bus Stand, Railway Station and leaflets to be distributed among the public
to make them aware of our problems and demands.
The meeting ended at 5 pm after distribution of posters and
leaflets and collection of Resignation letters and OMSA Action Fund money
and with vote of thanks to chair.
