ANNUAL general body resolutions - 2010

 

RESOLUTIONS OF ANNUAL GENERAL BODY MEETING OF OMSA HELD ON 21.11.10 AT SAHID BHAWAN, CUTTACK

 

Resolution No.1 – It is resolved unanimously to renew the appeal to Hon’ble Chief Minister & Hon’ble Health Minister of Orissa for early implementation of Dynamic Assured Career Progression (DACP), Parity in Pay-band IV with equal Cadre, correction of notified Restructuring, and post of Health Secretary for OMS Cadre.

 

Resolution No.2 – It is resolved unanimously to renew the appeal for no-coercive action against the show-caused members for 18th April, 2010 Mass Resignation Movement for DACP and cancellation/modification of transfer orders of OMSA office bearers.

 

Resolution No.3 – It is resolved unanimously to postpone the formation of Central Election Committee to start the election process to elect Central Working Committee members for the session 2011-13 basing on valid members list prepared up to 15th November, 2010 to be provided by State General Secretary only, because of non-cooperation of previous expelled State General Secretary Dr. Bijay Kumar Swain in not submitting any document in his custody including valid voters (members) list of tenure even after reminders. Moreover, Branch Secretaries are yet to submit the valid member list to the State General Secretary. Hence, the present Central Working Committee is formed to avoid Constitutional crisis.

 

Resolution No.4 – It is resolved unanimously to reduce the 10 years service norm to contest for any Central Working Committee post to 5 years.

 

Resolution No.5 – It is resolved unanimously to elect Dr. Nihar Ranjan Samal as Managing Editor “OMSA Voice” for the remaining period of the tenure of the present Central Working Committee.

 

Resolution No.6 – It is resolved unanimously to direct all Branch Secretaries to fill up the vacant posts of Branch Executives for the present tenure, to send valid members list up to 15th November, 2010 to State General Secretary, to hold monthly OMSA branch meetings before 14th of each month & send resolutions to the State President or State General Secretary by 20th of each month, to collect Rs.100 from each member per month out of which Rs.60 is Central share & Rs.40 is Branch share for smooth functioning of association.

 

Resolution No.7 – It is resolved unanimously to send legal notice to expelled State General Secretary Dr. Bijay Kumar Swain & expelled State Treasurer Dr. Nirakar Bhatta for not handing over all the association documents in their custody which includes valid members list and printing & distribution of money receipts and collection of money in the name of the association.

 

Resolution No.8 – It is resolved unanimously to expel Dr. Upendra Sahoo, Dr. Manorama Dei, Dr. Rajkumar Barpanda, Dr. P.K.B. Pattanaik, Dr. Binod Bihari Rath, Dr. Mahendra Kumar Nanda, Dr. Gour Pattanaik, Dr. Dillip Sagar as per Clause 7(b) & (d) of OMSA Constitution as they failed to answer the explanation letters issued to them as per the instruction of 21.08.10 CWC meeting, 21.09.10 scheduled CEC meeting and approval of 21.11.10 pre-Annual GB CEC meeting; on assumption that they have nothing to say in the matter.

 

Resolution No.9 – It is resolved unanimously not to go for any agitational movement at present including hunger strike and to consolidate the organisation.

 

Resolution No.10 – It is resolved unanimously to elect Dr. Chandan Garhnayak as State Treasurer OMSA in place of Dr. Nirakar Bhatta expelled.

 

Resolution No.11 – It is resolved unanimously to elect Dr. Kalyan Kumar Sarkar as Joint Secretary South Zone in place of Dr. Sisir Kumar Pradhan disqualified.
