59th general body resolutions

 

1. The General Secretary of OMSA negotiate with Khurda branch Secretary to recover  OMSA House Fund Money collected many years back from members of Khurda branch and to facilitate the deposition of same money into OMSA House Fund SB A/c No.10173713306 in SBI, OUAT BBSR Branch.

2. To close the OMSA SB A/c. No. 11380 of CANARA BANK, Hospital Square, Puri opened for the purpose of 54th Annual Conference at Puri and the total money to be deposited into OMSA House Fund SB A/c No.10173713306 in SBI, OUAT BBSR Branch.

3. To direct all branch Secretaries to send the name of their members having arrear dues from the Govt. after sending their representation through respective CDMOs to DHS with a copy to President OMSA for follow up.

4. To withdraw Rs.2,00,000 (Rupees two lakhs) from OMSA SB A/c. No. 10173713306 in SBI, OUAT BBSR Branch by the General Secretary and State Treasurer of OMSA and to be deposited in Govt. Treasury as per order from GA Dept. Govt. of Orissa No. GA/II(INST) – 24/2000/7548/GA dated 23.06.05 signed by Joint Secretary Ex-officio, Director of estate for a peace of land measuring 80’×60’ allotted in Ganganagar, BBSR by the side of Capital Hospital, Bhubaneswar as an advance payment to take possession of the said land pending final registration and to do barbed wire fencing to protect it. General Secretary, OMSA is authorized to sign official documents on behalf of the association and take possession of the land.

5. To hold CWC MEETING of OMSA on 21st day of each month. If that day is a Govt. holiday the next working day CWC meeting will be held.

6. To hold CEC MEETING of OMSA on 21st day of December, March, June & September of each year. If that day is a Govt. holiday the next working day CEC meeting will be held.

7. The Branch Secretary should attend the CEC meeting without fail. If Branch Secretary is unable to attend the CEC meeting he or the branch president should send any one of the branch executive to attend the CEC meeting on their behalf so that no branch goes unrepresented in CEC for the greater interest of the association.

8. No extension of retirement age of OMHS cadre doctors beyond 60 years.

9. To request the govt. to invite CMSA state executives to meetings where policy matters decisions are discussed on rural health sector involving, OMSA members.

10. To request the govt. to hold discussions with OMSA state executives before implementing Health Vision 2010 document.

11. To CONDEMN the attack on its members and their family members and belongings and urge the Govt. of DENOUNCE such attack on OMSA members in press and INSURE their valuable belongings.

12. Not to convert the Capital Hospital Bhubaneswar into a PG Institution as it will loose its identity as bench mark peripheral institution of Excellency of OMHS cadre doctors.

13. To direct President & Branch Secretaries of district branches and subdivision branches to hold monthly death review meetings and seminars each month for the benefit of the members to upgrade their knowledge.

14. To direct All Branch President and Branch Secretaries to prepare a Risk Bond and supply the same to members on duty in case of admitting and treating serious patients with available facilities in that health institutions to avoid future complications.

15. To approach Human Rights Commission and Court of Law in matter of duty hours – the member has to perform at a stretch without affecting his skill and concentration.

16. To formulate a transparent transfer and posting policy based on seniority and gradation of health institutions on availability of educational, transport & accommodation facility and patient output and submit the same to Govt. for implementation.

17. To provide security to the members on duty.

18. To approve Puri branch resolution condemning attack on members including the residence of General Secretary OMSA and not to allow any member to work in that health institutions till the culprits are apprehended and normalcy returns. This is to be the norm for all affected health institutions in Orissa.

19. To request the government to withdraw the suspension order of Dr. Anup Nathsharma, Dr. Atanu Sahoo and Dr. Bibek Swain of district HQ Hospital, Jajpur immediately otherwise conducting post mortem and medicolegal cases will be stopped all over the state by giving one months time from the date of submission of the letter. The CWC will decide the date for submission of the letter to the Govt.

20. To accept the change of name “OMSA Capital Hospital Branch” to “OMSA Bhubaneswar Branch” for broader representation of members all over Bhubaneswar.

21. To seek clarification from Govt. of Orissa, Home/Health & FW dept. on VVIP/Protocol/Ambulance duty by the member doctor. Also the procedure for the food testing done by the members.

22. Dr. Nirakar Bhatt restored to his post as the Joint Secretary of South Zone OMSA.

23. To request the CDMOs of 8 KBK districts and Gajapati, Boudh and Kandhamal districts to request their OMSA members donate a certain amount of money from additional financial incentive towards the construction of OMSA house.

24.To request the finance dept. to modify some position of the rectification for the additional financial incentives given to members in 11 KBK districts from Jan 2006.

25. To request the Govt. to stick to 6 hours normal duty hours by the members followed by 2 hours of emergency duty or 8 hours of normal duty without emergency except in natural calamity and disaster management with one day weekly off for all members.

26. To request all Chairman/President / Branch Secretary, OMSA to contribute Rs.1000/- per branch for mobility support of state executives and maintaining official works as the life membership fees collected are not spent but kept in fixed deposit whose annual interest can be utilize after one year.

27. Condemns irresponsible behaviour, comments by district level bureaucrats towards members of OMSA.

28. To request the CDMOs to contribute Rs.10,000/- towards OMSA house fund as per last General Body resclution and to take active part in life membership drive.

29. Thanks to the CDMO Nayagarh for contributing Rs.10,000/- to OMSA house fund and the Puri & Sambalpur branch for recovering and depositing the OMSA money to OMSA house fund account maintained at SBI OUAT campus branch, BBSR.
